Tokayev calls for tougher penalties for animal cruelty, neglect of pets

ALMATY. April 27 (Interfax-Kazakhstan) - President Kassym-Jomart Tokayev called for tougher administrative and criminal penalties for animal cruelty and negligent pet ownership, saying Saturday that the problem of stray dogs is ultimately a consequence of human indifference.
