ASTANA. Feb 25 (Interfax) - Shareholders in North Caspian Operating Company (NCOC), operator of Kazakhstan's Kashagan oil field, have filed an arbitration appeal against the decision by the Kazakh authorities to impose an environmental fine against the consortium, NCOC told Interfax.
