Tokayev questions new refinery plan, cites supply constraints

ALMATY. Feb 10 (Interfax-Kazakhstan) - President Kassym-Jomart Tokayev has questioned the necessity of building a new oil refinery in Kazakhstan, challenging the government to prove it can secure enough crude oil to make the project viable.
